regarding the HKSAR government’s decision on free-to-air TV licences
The Government owes the public a very clear explanation as to why it has reneged on an earlier promise that there would be no cap on the number of free-to-air TV licences and declined to accept the 2011 Broadcasting Authority recommendation that licences be awarded to all three applicants in the current exercise.
A continuing lack of transparency will only fuel suspicion of a political motive behind the ExCo decision and further erode the credibility of the CE and his Administration.
ExCo’s rules protect the confidentiality of advice tendered by individual members; they are not an excuse for refusing to disclose reasons for policy decisions that the public has a legitimate right to know.
